Years ago, a Commonwealth Heads of Governments Meet (CHOGM) was held in India. Indira Gandhi was the prime minister, then. A lot of money was spent for the conduct of the Meet. Then someone joked that CHOGM meant "Chaps Holidaying On Government Money"....
